Labor Categories Definitions:

1. Senior Program Manager: The Senior Program Manager coordinates with the customer to insure a thorough understanding of requirements and complete customer satisfaction. The Senior Program Manager plans, organizes, controls and is responsible for the program’s overall activities including proposals, project status reports, staffing, project management, work quality and schedules. He/she ensures that all work performed conforms to the contract. The Senior Program Manager coordinates activities and resolves contractual and technical problems. He/she also frequently provides subject matter or functional area expertise in performing technical tasks in addition to fulfilling management responsibilities. The Senior Program Manager must have a minimum of ten years general experience in information systems, engineering, logistics, or management, and ten years specialized experience supervising, managing or leading substantive projects involving engineering, systems analysis and development, logistics, or software and hardware studies.

2. Program Manager: The Program Manager coordinates with the customer to insure a thorough understanding of requirements and complete customer satisfaction. The Logistics Program Manager plans, organizes, and controls the project activities including preparation of proposals, project status reports, staffing, project management, work quality and schedules. He/she ensures that all work performed conforms to the contract. He/she also frequently provides subject matter or functional area expertise in performing technical tasks in addition to fulfilling management responsibilities. The Logistics Program Manager must have a minimum of ten years general experience in information systems or data communications / telecommunications, engineering, logistics, or management and five years specialized experience supervising, managing or leading substantive projects involving engineering, logistics, systems analysis and development, or software and hardware studies. Minimum Education: Bachelor’s degree or a combination of experience and education that meets the minimum qualifications.

4. Senior Logistics Subject Matter Expert: The Senior Logistics Subject Matter Expert works as a fully qualified technical contributor. The individual in this position may also lead cross-functional integrated teams. This individual in this position requires only minimal supervision. The Senior Logistics Subject Matter Expert designs, plans and implements data collection and analysis processes to develop accurate Logistics and system sustainment information to support customer operational, test and evaluation, developmental, system acquisition and deployment objectives. He/She plans and manages all components of integrated logistics support to ensure successful system acquisition, production, deployment and life cycle sustainment. He/She prepares project/program management reports and performs project/program reviews. The Senior Logistics Subject Matter Expert must have a minimum of ten years of directly related experience providing consulting services in logistics and sustainment support functions, including provisioning, Logistic Support Analysis, life cycle cost, test and evaluation, system analysis and design, data management, support equipment, maintenance planning and development and validation of provisioning, sustainment and technical support documentation. The Senior Logistics Subject Matter Expert must demonstrate his/her experience and expertise with a depth and breadth of knowledge on the specific problem, task, or subject. He/She is a recognized expert with knowledge and functional expertise in the logistics field to include maintenance, distribution, material management, transportation, deployment, and/or acquisition management. Minimum Education: A graduate degree or equivalent; advanced degree or professional Logistician certification is desired. Other combinations of experience and education that meet the minimum qualifications may be substituted.

5. Logistics Subject Matter Expert: The Logistics Subject Matter Expert works as a fully qualified technical contributor. He/She may lead cross-functional integrated teams and requires only minimal supervision. He/She designs, plans and implements data collection and analysis processes to develop accurate and sufficient Logistics and system sustainment information in support of customer operational, test and evaluation, developmental, system acquisition and deployment objectives. He/She plans all components of integrated logistics support to ensure successful system acquisition, production, deployment and life cycle sustainment. He/She assists in the preparation of project/program management reports and project/program reviews. The Logistics Subject Matter Expert must have a minimum of seven years of directly related experience providing consulting services in logistics. The Logistics Subject Matter Expert must demonstrate proven knowledge and functional expertise in the logistics field to include maintenance, distribution, materiel management, transportation, deployment, and/or acquisition management. He/She must posses a thorough understanding of customer requirements, including specifications/ standards and acquisition and sustainment technical regulations, practices and policies. The Logistics Subject Matter Expert must demonstrate his/her experience and expertise with a depth and breadth of knowledge on the specific problem, task, or subject. Minimum Education: Bachelors degree or a combination of experience and education that meet the minimum qualifications may be substituted.

6. Senior Logistics Functional Area Analyst: The Senior Logistics Functional Area Analyst applies analytical skills to support process improvement, studies, and analysis projects. His/her typical duties include analysis, planning, establishment of requirements, functional modeling, development of procedures, development of functional architectures, and other related managerial and technical areas. This position requires expertise and experience in highly specialized functional areas. The Senior Logistics Functional Area Analyst must have a minimum of ten years related functional experience in an area such as logistics, finance, procurement, or materiel management. Minimum Education: Master’s degree or advanced professional education in logistics, finance, procurement or materiel management is highly desirable. Other combinations of experience and education that meet the minimum qualifications may be substituted.

7. Logistics Functional Area Analyst: The Logistics Functional Area Analyst applies analytical skills to support process improvement, studies, and analysis projects. His/her typical duties include analysis, planning, establishment of requirements, functional modeling, development of procedures, development of functional architectures, and other related managerial and technical areas. This position requires expertise and experience in specialized functional areas. The Logistics Functional Area Analyst must have a minimum of five years related functional experience in an area such as logistics, finance, procurement, or materiel management. Minimum Education: Bachelor’s degree or advanced professional education in logistics, finance, procurement, or materiel management is desirable. Other combinations of experience and education that meet the minimum qualifications may be substituted.

8. Senior Program Control Specialist: The Senior Program Control Specialist applies analytical skills to support process improvement, studies, and cost/schedule analysis projects. His/her typical duties include analysis, planning, establishment of requirements, modeling, and other related managerial and financial areas. Experience and expertise is required in highly specialized functional areas. The Senior Program Control Specialist must have a minimum of eight years related experience in an area such as finance or procurement. Minimum Education: Bachelor’s degree or advanced professional education in finance or procurement is highly desirable. Other combinations of experience and education that meet the minimum qualifications may be substituted.

9. Program Control Specialist: The Program Control Specialist applies analytical skills to support process improvement, studies, and cost/schedule analysis projects. His/her typical duties include analysis, planning, modeling, development of procedures, and other related managerial and financial areas. Experience and expertise is required in specialized functional areas. The Program Control Specialist must have a minimum of five years related experience in an area such as finance or procurement. Minimum Education: Bachelor’s degree or advanced professional education in finance or procurement is desirable. Other combinations of experience and education that meet the minimum qualifications may be substituted.

10. Logistics Training Developer: The Logistics Training Developer organizes and conducts training and educational programs for information systems or user personnel, maintains records of training activities, trainee progress, and program effectiveness. He/She designs and develops training curriculum and manuals. The Logistics Training Developer must have a minimum of three years experience designing and delivering logistics training courses including experience in one of the following: curriculum development, training course syllabus development, training materials development, classroom instruction, computer-based training (CBT) development, CBT script languages, self-study instructional material development. Minimum Education: Bachelor’s degree in Education, Computer Science, or other related technical discipline. Other combinations of experience and education that meet the minimum qualifications may be substituted.

11. Logistics Documentation Specialist: The Logistics Documentation Specialist writes, develops, and edits technical documentation in a team-oriented environment. He/she plans, organizes, writes, and edits proposals, technical documentation, procedures manuals and computer-based materials including on-line documentation and help screens. He/she acquires and organizes basic source materials, including applicable specifications and accompanying diagrams and drawings. He/she acquires information from analysts, engineers, and other technical personnel as input to the final document; prepares and maintains systems programming and operations documentation, procedures, and methods including user manuals, reference manuals, and other documents and materials; edits and reviews documentation produced by other writers; and edits and reviews on-line material for accuracy and usability. He/she leads junior writers, documentation specialists, and publications production personnel. The Logistics Documentation Specialist must have a minimum of seven years general technical writing experience in areas such as writing and editing material for reports, manuals, briefs, specifications, instruction books, users’ manuals, operating manuals, maintenance manuals, installation instructions, and illustrated and non-illustrated parts breakdowns. Experience in organizing material and completing writing assignments according to specified standards regarding order, clarity, conciseness, style, and terminology is required. Additional experience in modifying and augmenting existing documentation and in recommending revisions or changes in scope, format, content, and methods of reproduction or binding is desirable. Experience in word processing and/or desktop publishing systems for producing a variety of document types and three (3) years’ experience developing on-line documentation for use in a networked, Internet, or Intranet computer environment, and in developing “help” screens for users of computer-based systems is required. He/she should have experience directing the activities of junior writers and publications production personnel such as graphics artists. He/she should be experienced in coordinating and managing large-scale, multi-author projects, as well as possess project management skills and excellent interpersonal skills, with experience in interacting and gathering information from a highly technical staff. Familiarity with digital imaging techniques for merging text and graphics information in support of paperless technical manuals is desirable. Minimum Education: Bachelor’s degree in Technical Writing, English, or a technical degree in a related field. 12. Senior Database Management Specialist: The Senior Database Management Specialist is a recognized expert with proven experience and expertise with the depth and breadth of knowledge on analysis, design, development, implementation, and maintenance of database management systems (DBMS) for software application systems, including the use of various programming languages. He/she provides the data administration function in a large, computer-based organization. The Senior Database Management Specialist is required to demonstrate proven knowledge and high-level experience and expertise in database management, including the application of computers to data entry, database construction, data analysis, and data display principles and techniques. Minimum Education: Demonstrated and proven expertise with exceptional knowledge on a specific problem, task, or subject in Computer Science, Electrical Engineering, Mathematics, or other related technical discipline. Other combinations of experience and education that meet the minimum qualifications may be substituted.

13. Database Management Specialist: The Database Management Specialist provides analysis, design, development, implementation, and maintenance of database management systems (DBMS) for software application systems, including the use of various programming languages. He/she provides the data administration function in a large, computer-based organization. The Database Management Specialist must have a minimum of three years of high-level experience in database management, including the application of computers to data entry, database construction, data analysis, and data display principles and techniques. Minimum Education: Bachelor’s degree in Computer Science, Electrical Engineering, Mathematics, or other related technical discipline. Other combinations of experience and education that meet the minimum qualifications may be substituted.

14. Senior Information Engineer: The Senior Information Engineer applies an organization-wide set of disciplines for the planning, analysis, design, and construction of information systems on an enterprise-wide basis or across a major sector of the enterprise; performs enterprise strategic systems planning, enterprise information planning and business analysis; and performs process and data modeling in support of the planning and analysis efforts using both manual and automated (Integrated Computer-Aided Software Engineering (ICASE)) tools. He/she develops and applies organization-wide information models for use in designing and building integrated, shared software and database management systems; assists in establishing standards for information systems procedures; and applies reverse engineering and reengineering disciplines to develop migration strategies and planning documents. Additional experience is required in information systems development, functional and data requirement analysis, systems analysis and design, programming, program design, and documentation preparation. The Senior Information Engineer must have a minimum of ten years experience in the information systems field. Minimum Education: Master’s degree in a scientific field, an engineering discipline, or an MBA. Other combinations of experience and education that meet the minimum qualifications may be substituted.

15. Information Engineer: The Information Engineer applies an organization-wide set of disciplines for the planning, analysis, design, and construction of information systems on an enterprise- wide basis or across a major sector of the enterprise; performs enterprise strategic systems planning, enterprise information planning and business analysis; and performs process and data modeling in support of the planning and analysis efforts using both manual and automated (Integrated Computer-Aided Software Engineering (ICASE)) tools. He/she develops and applies organization-wide information models for use in designing and building integrated, shared software and database management systems; assists in establishing standards for information systems procedures; and applies reverse engineering and reengineering disciplines to develop migration strategies and planning documents. 16. Senior Systems Analyst: The Senior Systems Analyst performs professional assignments in the general areas of computer hardware and software such as analysis of computer systems, protocols, computer operations, interfaces, programming, and database structuring and management, evaluation of computer test plans and procedures. He/she translates user requirements into hardware, software, and communications requirements and solutions. The Senior Systems Analyst must have a minimum of seven years experience in related functional areas of expertise. Positions may require expertise in the following areas: 4GL object-oriented client/server technology (e.g., Visual Basic C++, etc.); database technology (e.g., SQL, ODBMS, RDBMS; e.g., INFORMIX, MS ACCESS, ODBC); network operating systems (e.g., Windows NT, UNIX, Novell, etc.); electronic publishing tools, techniques, and environments (e.g., Folio Views, MS WOSA, etc.); and Internet Web technology. Minimum Education: Master’s degree in Computer Science, Information Systems, or other directly related discipline. Other combinations of experience and education that meet the minimum qualifications may be substituted.

17. Systems Analyst: The Systems Analyst performs professional assignments in the general areas of computer hardware and software such as analysis of computer systems, protocols, computer operations, interfaces, programming and database structuring and management, evaluation of computer test plans and procedures. He/she translates user requirements into hardware, software, and communications requirements and solutions. The Systems Analyst must have a minimum of four years experience in the related functional areas of expertise. 18. Systems Security Specialist: The Systems Security Specialist analyzes and defines security requirements for Multilevel Security (MLS) issues. He/she designs, develops, engineers and implements solutions to MLS requirements; and gathers and organizes technical information about an organization’s mission goals and needs, existing security products, and ongoing MLS programs. This professional level contains engineers, systems designers, installation planners and technicians. He/she supervises Information System Security Engineers or equivalent staff category. The Systems Security Specialist must have a minimum of five years of directly related experience in designing, engineering, and implementing computer security solutions. He/she must demonstrate experience in secure LAN and secure Client/Server distributed processing environments and in two or more of the following disciplines: Security Requirements Analysis, Testing, Certification and Accreditation. He/she possesses progressively more responsible experience in information systems security engineering or related engineering or computer science activities. Minimum Education: Master’s degree in Electrical Engineering, Information Science, Information Systems, Computer Science or other technical or scientific discipline. Other combinations of experience and education may be substituted to meet the qualifications.
